In Visual Studio, create a new iOS WebView project:
File -> New -> iOS -> iPhone, iPad, or Universal -> WebView Application
Xamarin Studio now only ships the Storyboard-based templates, but the VS project templates are still based on the original XIB templates, so the project only includes a XIB file that opens as XML.
We should switch to storyboard so that people can edit with the iOS designer if they choose to - or at least not be confused by what the file is.
Checked, currently Phone, iPad, or Universal WebView templates uses XIBs

This has been fixed in master, only the storyboard templates exist all the xib templates have been removed.
The 2.0 release contains both xib and storyboard project types as far as I can see, I don't think this will change now.
