## Overview: 

    Xamarin Studio does not allow general C# library projects to be referenced by Android/iOS app projects. 

## Steps to Reproduce: 

    ### Use Visual Studio:
    1. Create an Android or iOS app project.
    2. Create a C# library project.
    3. Reference the C# library project from the Android/iOS project.

    ### Use Xamarin Studio with the same steps above.

## Actual Results: 

    Visual Studio will allow the reference, Xamarin Studio will not and shows Incompatible Framework. 

## Expected Results: 

    Visual Studio behave the same as Xamarin Studio.

    XVS 1.12
    VS 2013
    XS 5.0

## Additional Information: 

    This became an issue when the VS solution was opened with Xamarin Studio and after adding a app project, the C# library could    not be referenced.

This could be interpreted as an enhancement. The class library will work in most cases, since our projects are .Net 4.0 or greater. The fact that this doesn't work in XS may be problematic, but the fact that it is not incorrect for us to allow that reference.
