This issue also occurs in 4.2.4.

I have checked this issue with the following builds:
XS 5.0(build 830)
X.Android 4.12.4-10

On changing Resources ID or setting Resources ID in properties, No changes reflect in .csproj file.Below is the screencast for the same:

Hence confirming this issue.
