Unit test for Project.GetPropertyValue ("TargetPath")

When a C# project (.csproj) is loaded into a Microsoft.Build.Evaluation.Project 
the TargetPath property value is empty when it should have a value.

Tested with Mono 3.4.0 (MonoFramework-MDK-
