Unit test for Project.GetPropertyValue ("TargetFrameworkMoniker")

When a C# project (.csproj) is loaded into a Microsoft.Build.Evaluation.Project the TargetFrameworkMoniker property value is empty when it should have a value taken from one of the C# MSBuild targets file.

Tested with Mono 3.4.0 (MonoFramework-MDK-
