Steps to reproduce:
1. Go to Xam.Mac build(.dmg file) location through terminal
2. Run the following commands: First 'touch /tmp/XAMMAC_HEADLESS_INSTALL' and then
3. 'sudo installer -pkg xamarin.mac-1.6.11.pkg -target /'
4. Enter  activation code

Actual Result: Activation error MM9014 when installing using command line in terminal while if I am installing manually using same activation code, it installed successfully.

Expected result: Xamarin.Mac should installed using command line.

All Mac
X.S 4.2.4(build 23)
Mono 3.2.7
Xam Mac

Regression Status:
REGRESSION: Using stable Xamarin.Mac 1.6.27, it gets installed successfully without giving Xamarin.Mac Activation dialog window.

I am unable to reproduce this. Can you test with a real license instead of staging?

I have checked this issue with following builds:

All Mac

I am successfully able to install Xamarin Mac using command line. Now it does not prompt us Activation window to enter activation code. It is behaving same as stable Xam.Mac 1.6.27. This is the output for the same:

nischals-Mac-mini:~ nischal$ cd Desktop/xamarin.mac- 
-bash: cd: Desktop/xamarin.mac- Not a directory
nischals-Mac-mini:~ nischal$ cd Desktop/
nischals-Mac-mini:Desktop nischal$ touch /tmp/XAMMAC_HEADLESS_INSTALL
nischals-Mac-mini:Desktop nischal$ sudo installer -pkg xamarin.mac- -target /
installer: Package name is Xamarin.Mac
installer: Installing at base path /
installer: The install was successful.
nischals-Mac-mini:Desktop nischal$

An update to this issue

I have checked this issue on staging environment. And it is working fine on staging.
