I am not sure how to check the feature "Always loads mobile provisioning profiles from ~/Library/MobileDevice/Provisioning Profiles/ so that developers are able to manually install their own provisioning profiles (and/or manage their Provisioning Profiles using Xcode) instead of using the Developer Accounts feature". it is implemented in X.S 4.2.3 and mentioned in X.S 4.2.3 Release Note
Could you please provide me some steps so that I can look into it?

To check this feature I am going to location ~/Library/MobileDevice/Provisioning Profile/ and observed that there are many provisioning profiles and I have deleted all these profile and then I have build iOS application on iOS device the getting error like ‘no provisioning profile detected’ also when go to Xcode’s Organizer the there is also no provisioning profile because I have deleted from ~/Library/MobileDevice/Provisioning Profile/. Now if I install provisioning profile then it appears both in Organizer and under location ~/Library/MobileDevice/Provisioning Profile/. So this is not clear to me how XS relates to loads provisioning profile under location ~/Library/MobileDevice/Provisioning Profile/
Delete your Apple Developer Account, make sure some Provisioning Profiles exist in that directory, and then make sure that in the iOS Bundle Signing preferences panel, you can still choose a provisioning profile.
As per comment 1, we have checked this issue with:
XS 4.2.3(build 35)
We are able to choose a provisioning profile after Deleting Apple Developer Account.
