The Android Project Template in Visual Studio should target the latest Android SDK installed to match Xamarin Studio behavior.

Fixed in XamarinVS/master/fb2b8b141c

We now match what Xamarin Studio does and target the latest API

I have checked this issue. Now, it's working fine and targeting latest API.
