When a project file is missing, but still referenced in the project, visual studio displays it with a warning icon.
My project file has the action "BundleResource".

When building the project using CTRL+F5 to deploy it to the simulator, no error is displayed and nothing happens.

You should either:
- display an error message
- buid the project, ignoring the missing file (preferred)

The current beta of Xamarin.iOS for VS (1.10) shows a better error message. We mustn't ignore such references, however. The bundled resources must exist.

I have checked this issue with following builds:

All Windows

When file is missing which is referenced in project and user build the project, it is giving build error 'Resource file name not found on disk.....'
