When you set the device to Region Format = Bermuda, the System.Globalization.CultureInfo.CurrentCulture says it's IVL.
Bermuda should be ENG, british as it's a territory of the UK.
It looks like "en_BM" is not part of the Mono list of supported culture info and the code defaults to an invariant culture when it cannot find a match.
FWIW Apple list of locale is very extensive - and maybe a bit inventive too, I can't find anything else supporting "en-AT" (it's not part of ICU).
I'm not sure (need to ask around*) why the code does not fallback to the "en" prefix instead of using invariant.
