Unable to set theme, theme selection seems to be missing or is moved to a deep mystery place.

Custom GTK themes are not supported on Mac/Windows. We have a custom theme engine and our UI is designed to match it. The only reason we have the theme selector on Linux is that we don't (yet) depend on our custom GTK theme engine there.

Then why a buddy of mine has custom GTK themes on an older version?

Because we removed the feature after redesigning the UI around our own custom theme.
