[Condition] Internet is not available on the system.
If internet is not available on the system and user click on 'Check Now' link to check for update in Visual Studio, it gives an error.

We could try to fix this for 1.8, but it's not high priority.

Today, I have checked this issue with latest MTVS build:
But I am still getting same issue with this MTVS builds. I am not sure whether
this issue is fixed this build or not.
