TimeZoneInfo.ConvertTimeFromUtc returns DateTime with incorrect Kind (Unspecified) on >= 4.0 when calling with parameters of a datetime (Kind == DateTimeKind.Unspecified) and TimeZoneInfo.Local.  It should return a DateTime with Kind of Local.

The following code fails on .NET 3.5 and Mono yet passes on .NET 4.0 and 4.5

var time = System.DateTime.UtcNow;
var localTime = TimeZoneInfo.ConvertTimeFromUtc(time, TimeZoneInfo.Local);
Assert.AreEqual(DateTimeKind.Local, localTime.Kind);
