The negative number sign for Swedish seems to be 8722 instead of 45. You can reproduce the error with the below code:		

			button.Click += delegate
				button.Text = string.Format ("{0} clicks!", --count);

				var fi = new CultureInfo("fi-FI");
				var sv = new CultureInfo("sv-SE");

				var strFi = count.ToString(fi);

				var res = int.Parse(strFi, new CultureInfo("en-US"));

				var strSv = count.ToString(sv);

				for (var l = 0; l < strFi.Length; l++)
					if (!strFi [l].Equals (strSv [l]))
						System.Diagnostics.Debug.WriteLine("0x{0:x2} != 0x{1:x2}", (byte)strFi [l], (byte)strSv [l]);
				// this throws exception:
				res = int.Parse(strSv);
