This seems to be similar to Bug 10530. The 'Package apk' option is disabled when the selection configuration is not 'Release'.
I have two kinds of distribution, one for TestFlight (which needs a conditional symbol) and one for the Google Play store (without the conditional symbol). So, to avoid editing the conditional symbols everytime I build (as I would forget one day, eventually, and send to the store a build with TestFlight), I created a copy of the 'Release' configuration into one named 'Testflight' and added the conditional symbol. Problem is, the 'Package apk' option only gets enabled with 'Release' configuration.
This is working in the latest 4.8 Release.
The new logic is the Package apk menu is linked to the "Shared Runtime" option, if this is disabled, the menu item will be available.
Ok. That seems logical.
I'll wait for the next stable release then.
