Is this the app crashing? Can you see if there's a crash log?

This seems to be a bug in the runtime.

We issue a StepInto request and the runtime never emits a new EventSet and instead just continues execution.

Do you have 'Debug project code only' enabled in Preferences/Debugger ? If its enabled, the debugger will only stop single stepping when it reaches user code, i.e. if you put a breakpoint in FinishedLaunching () in AppDelegate.cs at the 
tabBarController = new UITabBarController ();
line, it will be hit when single stepping from the
this.TabBarItem.Image = UIImage.FromBundle ("second");
line in SecondViewController.cs.
