I have a project where I need a couble of the built in Resource Attributes in Android. Them being

Both of these are available in an Android Application Project, however they cannot be resolved by the compiler in an Android Class Library.

Is there any reason why they are not available in an Class Library project?

You need to change your $(TargetFrameworkVersion).

Android.Resource.Attribute.ShowDividers was added in API 11 (Android v3.0), as was DividerPadding:

Consequently, you need to set your Class Library project's Target framework version to v3.0 or later.
