entire prodject with the references

I can only use my MySql.Data.dll reference when using shared runtime. without it it cant connect to any mysql databases.

The error from logcat is:

I guess CodePage 1252 is in I18N.West.  Adding "West" to the additional supported encodings fixes the issue.

(When using the Shared Runtime, all encodings are included by default.)
