Right click on a node in the solution explorer, and choose "Version Control > Commit" so the dialog appears - then choose "Cancel" or hit escape.
Right click on the SAME node, and choose "Version Control > Commit" - no dialog appears.
Note: This appears to be constrained to the node that was clicked, you can repeat the entire process on a different node - with the same results.

XS must be closed/reopened to be able to bring up the VCS dialog again.

This also seems to affect the "Version Control" -> "Review Changes" title menu

Could you attach the log file for a session with this issue?

where do I get the log file from?

Help -> Open Log Directory. It's usually the last Ide. file
