I do not get a crash, nor do I get the request to turn it on using the simulator (and my bluetooth is off). 

CoreBluetooth support varies quite a bit and I'll need more details about which devices where used and if the host Mac was properly configured [1].

E.g. it's normal to get "nothing" for a 4th generation iPod since Bluetooth LE is not supported.

Today we have checked this issue with following builds:

All Mac
X.S 4.0.9(build 12)
Xamarin.iOS 6.3.7-164

And we have checked on Following devices and observation are:

iPhone 4s version 5.1.1  Working fine
iPhone5 Version 6.0.2    Working fine
iPhone4  Version 7.0     Working fine

iPod Touch version 6.0  Not working
iPhone 4s version 6.1.3 Not working

In Application Output we are getting "2013-07-06 01:37:44.839 SGenCrashTest[144:5807] UpdatedState: Unsupported" for both (Not working) devices

The original description for iPad2 and iPhone4 is normal [1]. Those devices do not support LE.

a. Are you sure that:

is not an iPhone4 (not 4S) ?

b. If the iPod Touch is a 4th generation then that's normal too:

> iPod Touch version 6.0  Not working

c. Does anyone get the...

That's the real issue. Otherwise we simply report (there's no extra processing) what iOS tell us about the devices capabilities.

Today checked it again on following builds:

X.S 4.0.9(build 15)
Mono 3.1.1

a. It is iPhone4 version 6.1.3 and not working

b. iPod Touch is from 4th Generation

c. We are not seeing any crash on any device.

Today we have checked this issue with following builds:

X.S 4.0.10
Mono 3.1.1-2

We are seeing Bluetooth setting popup for some devices when Bluetooth is OFF.
iPhone 4s version 5.1.1
iPhone5 Version 6.0.2
iPhone4  Version 7.0 

As per comment#10 we'll not see this popup for devices:
iPod Touch version 6.0
iPhone 4s version 6.1.3
Changing the status to Verified and we'll update test case for the same.
