The .net 4.5 System.Net.Http.WebRequestHandler (found in System.Net.Http.WebRequest.dll) is not implemented in mono.

This is needed to support .net 4.5 signalr in mono.

First implementation is here:

However, this doesn't get us the .NET 4.5 SignalR working because ClientWebSocket is not implemented yet.

Let us land the code, then someone else can work on the ClienWebSocket stack.
