We have decided to stop merging on build the docuemntation.

Instead, we will "snapshot" the latest Android docs, check the results on Git.

Then, we will edit at will.

Every new major release of Android, we will compare changes, and "appoint a volunteer" to bring the goods in

Wait for Radek to do the first doc pass bug fixing, and then we will look at this.

This has been "fixed", to the extent that we now have a "snapshot" android-api-docs git repo and can edit at will.

We still need to implement merge support for future doc changes, but the snapshot mechanism is in place.
