I should be able to do:

var button = new NSButton();
button.ShowsBorderOnlyWhileMouseInside = true;

This has been changed to a property for Unified.  It couldn't be changed for Classic since it's a breaking change, but a SetShowsBorderOnlyWhileMouseInside method was added so it can still be set.
