The API shown here


doesn't appear to have c# bindings. I searched in assembly browser and found nothing.

I've bound the high-level (user+app) API (the two APIs described in the document you linked, plus some other app-centric APIs) in MonoMac.CoreFoundation.CFPreferences which will be a part of Xamarin.Mac 1.4. We're aiming to release that this week or the week after, depending on QA.
