Heyo, I'm re-filing a comment as a new bug to keep issues in order.

From bug 10339 -

Gouri says:
"Android application does close without stepping out of the debug mode
and on stopping the app.

However, application does not close, on stepping out of debug mode and then
stopping the app. Hope this is the expected behaviour.

Mhutch replies:

"Looks mostly okay. Not sure why it doesn't die when the IDE terminates the
debug session while it's in javaland. I guess we could issue an extra kill
after ending the debug session to catch this, but it's not a big deal"

Added the fallback kill.

Today we have checked this issue with following builds:

X.S 4.0.6(build 3)
Mono 3.0.11 ((no/edc181c)
Xamarin.Android 4.7.5-14

Now we have observed that when we debug any android application on any emulator or device after setting breakpoint and do the step out and then click on Stop debugging button, application does not close and get hanged and when we click somewhere else on application it get closed and showing exception "Got RemoteException sending setActive(false) notification to pid 542 kid 10036" in android log.
This is the android logcat for the same: https://gist.github.com/atin360/b015c31dd23d3b2759c7
This is the screencast for the same: http://screencast.com/t/iXbGKeGfHQIQ

Hence reopening this issue.

The fallback kill is not in 4.0.6.

Today we have checked this issue with following builds :

XS 4.2.3 (build 29)
X.Android 4.12.00001

Now when user click on stop button then application stops on X86 emulator after hitting breakpoint and stepping out.

Hence closing this issue.
