It appears hit count property on a given breakpoint is broken. Steps to reproduce.

    class MainClass
        public static void Main(string[] args)

        public static void F1(int i)
            if (i < 20)

Put a breakpoint on the if line.
Right click, properties set hit count to 3.
Start application up. It'll hit on i = 4 (correctly) but if you right click properties the field in the dialog will be 0.
