a customer, while training, installed Xcode while XS was open

this gives build error and ask to check for sdk locations - which are fine, green marks - once xcode is installed

restarting XS fix the issue - but it should not be required

I can fix it so that re-saving the Sdk Location in the dialog will re-initialize the backend (right now if the values are the same, it skips calling Init() and emitting the Changed event) and will mean they won't have to restart XS

Is that good enough?

Not perfect* but a lot better. 

* If it fails one time people are likely to check their settings - and it will work afterward (which is not very intuitive).
