The XS NeedsBuilding check is inconsistent with xbuild. It considers a project to need rebuilding if it's older than a referenced system assembly. However, xbuild will skip the build in this case. (Not sure what msbuild does).

This is a problem when using the xbuild build engine. MD will always consider the project to need building, even after it has been "built" with xbuild.

Our NeedsBuilding check can never be guaranteed to be correct when using xbuild. IMO when building projects using the xbuild engine we should skip the NeedsBuilding check, and simply invoke xbuild and trust it to do the dependency analysis.

Maybe we can keep NeedsBuilding in a limited form for the "you should build this before debugging it" warning.

SetNeedsBuilding is now obsolete, and most of the functionality has been removed. The only piece that uses it is the Gtk# designer. Marking as answered.
