This dialog always appears for me when opening an iOS solution. I have clicked Yes previously, allowed it to download the 447meg, (as I can see from the Mac Server Log). But it never gets copied to the VM so the next time I open an iOS solution it says its still outdated. Poor user experience.

There is a known issue regarding to this behavior.  It's fixed for the next Xamarin.iOS for Mac release. Meanwhile if you want to avoid the messagebox just copy the ~/Library/Developer/Shared/Documentation/DocsSets folder's files to /Library/Developer/Shared/Documentation/DocsSets ones.
