When the mouse moves over a smart tag, the menu pops up immediately and grabs focus, and has to be manually dismissed. This makes it hard to click on anything near a smart tag.

It would be better if one had to hover over the smart tag for a second or so. The problem with that would be that it would require very precise mouse placement. So maybe hovering within 5px or so of the smart tag would be good enough. Or maybe even the VS approach that moving over the tag would instantly cause a button to appear, and clicking that would popup the menu. The advantage of the VS approach is that it does not steal focus - one has to actually click to pop up the menu.

I've improved it a bit. The menu now goes away if the mouse is moved outside of the menu.
