This issue also exists for the following configurations:

1. Link SDK Assemblies Only | No Shared Runtime | Fast Deploy
2. Don't Link | No Shared Runtime | Fast Deploy

Today we have verified this issue with the latest builds on Windows as well as on Mac:

On Mac:

MFA 4.6.02001
MonoFramework-MDK-3.0.8.macos10.xamarin.x86 (1)

And now we have observed that the option "Fast Deployment" is appearing as the sub-option of the option "Shared Mono Runtime"

And because of which now we cannot select the configuration as (Link all | No Shared Runtime | Fast Deployment), as when we uncheck the option "Shared Mono Runtime", the option "Fast Deployment" automatically gets unchecked.

Not sure whether this is supposed to be the correct functionality on the basis of New XS, please confirm.

On Windows:

MFA 4.6.02001
VS 2012/2010

On windows the user is able to select the configuration as (Link all | No Shared Runtime | Fast Deployment) and we have observed that the issue still exists, as still the same error: "Deployment failed. FastDev Directory creation failed." when try to debug the application with the configuration (Link all | No Shared Runtime | Fast Deployment)

As of now reopening this issue.

The fix was done in androidtools/master, and the fix hasn't yet percolated into the other required repos.

Still failing to create the fastdev directory on X.A. 4.7.4 (master - a2fd5ba7) Which I hope is due to the lack of bumping all repos (Comment 9).

The following deployment failure [0] is occurring with 'Fast Deployment' and 'Don't link' selected (default debug option for our templates). Un-checking 'Fast Deployment' allows me to install and deploy, but I am unable to debug the app. The app opens and closes within milliseconds when the debugger connects.

The required changes should be in master shortly, the change to XamarinVS-version is master/77cf8f58d4

Can no longer select fastdev without shared runtime. All other combinations of shared runtime, linker, fastdev, debug, and release are verified fixed in master - 77cf8f58

You can on VS; XS disables it for general sanity (fastdev + Release was generally untested, and arguably not a feature, despite fixing bugs in it...).

Should you need to actually test it on e.g. OSX, skip XS entirely and resort to MSBuild properties:

    $ xbuild /p:AndroidUseSharedRuntime=False /t:Install Project.csproj

Assuming a "normal" Debug configuration in which EmbedAssembliesIntoApk is False, the above will result in fastdev + Release runtime.
