No provisioning profiles or certs installed on the Mac

1. Create a new Xamarin.Mac project
2. Open the project options and go to release mode

User should be able to unselect code signing and build

Checkbox is disabled and user cannot build in release mode.

Fixed in git master by disabling the Code SIgn checkbox if there are no code-signing certificates.

There's no reason to allow selecting that checkbox if there are no certs to select.
