Some of the Mac global menu commands should be enabled when modal dialogs are open. For example,
* Hide should always work
* Cut/Copy/Paste/SelectAll should work when focus is in a text widget
* Control-W should close the window the same way that Escape does

The command manager now routes the commands to the native layer before trying to resolve them by itself.

cmd-a/ctrl-a/ctrl-e still don't work in native windows.
