(Theoretical?) Problem: if a "Listener" interface is a non-public type, we can't implement it from our normal ACW generated code.

We may want to add an attribute that the generator could look for to inhibit generation of the ListenerImplementor type (and thus prevent the type from being used for events?).

For that matter, It'll be ~impossible to implement ANY nested type with a non-public accessibility! We should probably think about how to fix that...

There is no chance that non-public interface get public API exposure in C# unless you make visibility wrong. And such changes should be out of our support scope.
